Usage Instructions and Responsibilities of Data Users
All visitors to the National Open Data Portal have the right to use and reuse the datasets available on the portal in accordance with the usage policy.
Usage Policy
If you transfer a dataset, a derived dataset, a dataset as part of another dataset, or use it within a specific application or study, you must:
• Do so only under the terms of the Open Data License.
• Include a copy of the Open Data license with the dataset or derived dataset, and in any relevant documentation.
• Preserve any notices related to copyright or dataset rights that refer to the Open Data license.
• If the required notices cannot be included in a specific file due to the structure of the file, the notices must be included in an accompanying location or file, such as a relevant directory.
• The data must not be used for political purposes, to support illegal or criminal activity, in racist or discriminatory comments, for incitement, to negatively influence culture or equality, or for any unlawful activity or activity that violates the customs and traditions of the Kingdom.

The availability and use of open government data in the Kingdom of Saudi Arabia are governed by the following key principles issued by the Saudi Data and AI Authority:

The Saudi Data and AI Authority, through the National Data Management Office, has developed open data regulations that the Research, Development and Innovation Authority complies with.
The open data domain consists of 5 controls and 10 specifications. These cover a defined set of public information that is made available to the public free of charge and without restrictions through the National Open Data Platform. This information may be used or shared by any individual or public or private entity.
The freedom of information domain consists of 4 controls and 9 specifications. These include provisions and procedures that regulate the right to access or obtain public information related to the work of government entities, while promoting transparency and the free flow of information.
The National Open Data Platform provides comprehensive application programming interfaces for developers, entrepreneurs, and institutions.
These APIs offer seamless access to a wide range of government datasets, creating valuable opportunities to develop innovative applications and services that benefit citizens, residents, and businesses in the Kingdom of Saudi Arabia.
Developers are encouraged to refer to the Open Data API User Guide available on the platform to make the best use of these resources.
The Research, Development and Innovation Authority is committed to the e-participation guidelines issued by the Digital Government Authority. These guidelines contribute to strengthening community participation, enhancing engagement with beneficiaries, and supporting effective communication channels with various groups.
They also support the objectives of government entities in the Kingdom of Saudi Arabia and align with Saudi Vision 2030 by enabling smart communication channels, providing opportunities to engage beneficiaries, listening to their views, and taking their feedback into account when developing services and improving performance.
The “Request or Suggest a Dataset” service enables individuals, businesses, and institutions to request specific datasets from government entities and the private sector.
Through the dedicated link on the platform, users can:
• Select the organization name: Research, Development and Innovation Authority
• Submit requests for datasets that are not currently available
• Suggest the publication of new datasets
