Research infrastructure is one of the key enablers of research, development, and innovation outputs in the country. Its impact is realized through effective utilization by researchers and innovators, supported by the availability of advanced facilities and resources. Accordingly, enabling seamless user access to research infrastructure is a fundamental requirement for achieving innovation, scientific excellence, and enhanced social and economic impact. Over the past decades, the Kingdom has made substantial investments in research infrastructure operated by host institutions such as higher education institutions and research centers. Broadening open access across these institutions will unlock greater collaboration, accelerate discovery, and enhance the overall return on national investment.

In line with the Authority’s mandated role to coordinate and collaborate with relevant entities to activate the Open Access Policy for research infrastructure funded by the Government of the Kingdom of Saudi Arabia, issued pursuant to Council of Ministers Resolution No. (159) dated 20/2/1445 AH, this policy aims to develop the national research and innovation ecosystem, increase returns on the state’s investments in research infrastructure, enhance the efficiency of government spending, and maximize the utilization and optimal use of available research infrastructure across entities. It also seeks to strengthen linkage and integration among ecosystem stakeholders, stimulate innovation, bridge communication gaps among researchers from different institutions, and unify standards and operational procedures within this vital sector.

This policy defines the national principles for granting open access to government-funded research infrastructure and aims to establish a national reference framework to guide all host institutions that manage such infrastructure in the Kingdom, as well as external users seeking access. The policy also contributes to achieving the following objectives:

·         Facilitate access for stakeholders in the research, development, and innovation sector to government-funded research infrastructure.

·         Enhance the use and investment of existing government research infrastructure.

·         Improve the efficiency of government spending on research infrastructure.

·         Maximize return on investment in government-funded research infrastructure.

·         Promote open innovation and reduce fragmentation within the research, development, and innovation ecosystem.

·         Attract distinguished researchers and scientists locally and internationally.

·         Align and unify guidelines for granting open access to government-funded research infrastructure across the Kingdom.

Collectively, these strategic objectives strengthen the maturity of the research, development, and innovation sector in the Kingdom and support its ambition to become a global hub for research, development, and innovation. They advance national priorities by stimulating RDI activity, increasing its contribution to GDP, enhancing the Kingdom’s performance in global rankings, and accelerating technological progress alongside sustainable social and economic growth.

Accordingly, the Authority has launched an electronic platform that connects researchers and innovators with research infrastructure across universities and research centers nationwide. The platform enables beneficiaries, including individuals and entities within and outside the Kingdom, to explore available facilities, request access, and utilize them in line with the applicable regulatory framework.
